JET Impact Measurement Framework

The New Philanthropy Capital (NPC) has published a framework tool for charities to use to measure and communicate the impact of their employability work, which focuses on employment programmes for young people.

The Journey to Employment (JET) Framework, which can be downloaded at www.thinknpc.org/publications/the-journey-to-employment, is based on evidence from the literature and insights from consultation with experts.

It identifies seven groups of factors that contribute to successful job outcomes, which are personal circumstances; emotional capabilities; attitudes to work; employability skills; qualifications; education and training; experience and involvement; and career management skills.

The framework, which presents the key factors that influence young peoples’ journey to employment, can be used by charities to help think through how their work contributes to young people’s employability, and plan approaches to evaluation.

It presents a series of indicators and tools, drawn together from existing sources, covering each of the aspects of young people’s journey to employment identified in the JET framework. The selection of tools reflects NPC’s assessment of robustness, cost, and ease of use.

There are a variety of issues that any organisation needs to think about when planning an evaluation. These include how to prioritise what to measure, whether you want to evaluate a project or track the progress of individual, the timing of data collection, and research ethics. The report is designed to be a useful starting point to help users think about impact, map the outcomes they aim to achieve, and decide how to structure an evaluation.
