Policy Briefing - Shaping the Future of Care Together
In 2008, the Government initiated a national debate on the future of adult social care in England. The publication of the Green Paper, Shaping the Future of Care Together responds to that debate. It presents the Government’s vision and proposals for financing a National Care System that is fair, affordable, and sustainable, to meet future adult care and support needs. This policy briefing summarises the key proposals set out in the Green Paper and solicits views from the voluntary and community sector in the East Midlands about the vision and the funding options presented.

Third Sector Action Plan
The action plan for the third sector, published by Minister for the Cabinet Office Liam Byrne, sets out a targeted package of support that includes measures to help hundreds of voluntary organisations, charities, and social enterprises step up advice, support and volunteering in the areas that need it most across the country. The plan, which has been designed together with third sector leaders over the last three months, builds on the wide range of measures the Government has put in place to support people through the economic downturn, and on the Government’s long term commitment to voluntary organisations and social enterprises.

Compact Commissioning Guidance
Local authorities and other public sector bodies are increasingly commissioning third sector organisations to provide public services. In response to this, new implementation guidance on commissioning has been published by the Commission for the Compact. This is the first in a series of Compact implementation guidance and is designed to facilitate better working relationships between commissioners of services in national and local public sector bodies and third sector organisations. It identifies current Compact principles and demonstrates where and how they can be applied to commissioning to deliver better outcomes and improve performance. It also highlights those Compact principles relevant to third sector organisations involved in commissioning.

Conservative Green Paper Briefing
On 3 June the Conservative Party unveiled a green paper that will form the basis for its policy towards the Third Sector. It builds upon the work of the Social Justice Policy Group which was chaired by Iain Duncan Smith and looks to inform Conservative policy for their manifesto for the general election expected in 2010. The paper sets out seven key areas where the Conservatives plan to focus their policy for the voluntary sector.

Compact Debate Discussion Paper
The Commission for the Compact has been asked by the Minister for the Third Sector, to stimulate a debate on the future of the Compact in this its tenth year. After some introductory paragraphs on the Compact, this paper introduces three key questions on which we would like to hear views from anyone interested in the Compact:
  • What sort of agreement should the Compact be in future?
  • How could the form and content of the Compact be enhanced to make it fit for the future?
  • How could the Commission for the Compact change to ensure better implementation of the Compact?
